拔尖创新人才可以“计划”培养吗?——对“强基计划”的冷思考

Can Top Innovative Talents be Cultivated by“Planning”?--A Rational Reflection on the“Plan for Strengthening Basic Academic Disciplines”

2020年国家启动“强基计划”,旨在选拔拔尖创新人才,服务国家重大战略。“拔尖创新”计划符合当前我国对拔尖创新人才迫切需求的现实需要和人才竞争日益激烈的国际环境。然而,“强基计划”也带有较强的计划色彩,容易忽视拔尖创新人才的个性发展。为此,应采用多元化的人才选拔渠道,重视拔尖人才的全人培养,打造自由活泼的文化环境,赋予高校更大的自主权,激发学生、教师、高校的内在动力与创造力。

In 2020,China launched the Plan for Strengthening Basic Academic Disciplines,aiming at selecting top innovative talents and serve the country’s major strategies.The Plan is in line with the urgent demand for top innovative talents in China and the increasingly fierce competition for talent in the international environment.However,the Plan is after all government planning,which tends to neglect the personality development of those top innovative talents.Therefore,we should adopt diversified talent selection channels,attach importance to the whole⁃person cultivation of top talents,create a free and lively cultural environment,give universities greater autonomy,and stimulate the inner motivation and creativity of students,teachers and universities.
