责任是人类社会的基本价值,制度是人类生存所寓于的规范,二者之间相互影响、相互构成、相互促进,在人类社会发展史上呈现出三个层次的关系。首先,制度构建于责任之上,制度的产生与维系以责任为基础,制度关系本质上是责任关系的规范化表达。其次,制度发展以保障责任为目标,科学的权责结构与系统化问责机制是制度与责任相结合的有效设计。最后,制度发展的理想状态是制度环境中的每一个主体都能够为彼此负责,形成"人人有责、人人尽责"的共同体生活方式。制度发展与责任建设的深度融合是现代政治文明的核心愿景,也是激发制度效能的重要路径。

Responsibility is a fundamental value in human society and institution is a norm that people rely on.Both of them have a mutual relationship of impact,construction and improvement.Furthermore,they have experienced three stages in the history of human society.First,the institution is based on responsibility.The emergence and continuation of the institution are dependent upon responsibility.The institutional relationship is a reflection of the responsibility relationship.Second,institutional development aims to guarantee responsibility.A scientific structure of power with responsibility and a systematic mechanism of accountability are the effective design for incorporating institution and responsibility.Third,an ideal context of institutional development is an environment in which every agent can be responsible.That means a lifestyle of the community called"everyone has responsibility and can be responsible".The deep integration of institution and responsibility is a key scenario of modern political civilization and a vital way to activate institutional effectiveness.
