The Responsibility-styled Party:A Core Pillar of Responsible Politics in the New Era

政党是现代国家的核心要素之一。在国家治理现代化的进程中,实现责任政治有赖于责任型政党建设。在厘清责任型政党基本概念的基础上,可以从观念与结构两个方面把握责任型政党与责任政治之间的契合性关联。从观念角度看,党性与人民性的内在统一凸显了中国共产党"以人民为中心"的使命担当与治国情怀,统合了对上负责与对下负责的一致性;从结构角度看,在国家治理的系统格局中,党的建设通过带动其他治理主体的履责构建一个相互负责的治理网络,全面从严治党的不断推进也使得问责机制走向调整优化,保障了责任政治的实现。

Party is a core element of the modern state.For the modernization of national governance,responsible politics is dependent upon a responsibility-styled party.After clarifying the concept of responsibility-styled party,the relationship of the responsibility-styled party and responsible politics can be understood at the two dimensions of idea and structure.From the perspective of the idea,the unity of party character and people character reflects the CPC’s mission and governance philosophy of people-orientation,which integrates the responsibility towards the superior and the people.From the perspective of structure,in the systematic structure of the modernization of national governance,the partybuilding can construct a mutually responsible governance network by leading other agents to fulfill their responsibilities.The continuous advancement of comprehensive and strict governance of the party has also led to the adjustment and optimization of the accountability mechanism and guaranteed the realization of responsible politics.
