公立医院下属经营机构监管工作现状、问题及对策研究——基于问卷调查的分析

Research on the current situation,problems and countermeasures of the supervision work of subordinate operating organizations of public hospitals--Analysis based on questionnaire survey

通过108家公立医院对下属经营机构监管现状的分析,发现监管工作中存在下属经营机构产权界定不清、医院监管中普遍缺乏归口管理、下属经营机构国有资产保值增值"红线"意识不够、下属经营机构与公立医院履行职能的关系不够紧密等问题,建议医院着眼于建立健全监管体系和国有资产监管制度,理顺出资人关系,实现产业转型升级,促进医院下属经营机构转型升级。

Through the analysis on supervision situation of 108 public hospitals for their subordinate operating organizations.It finds some problems such as unclear of property rights delimitation in the subordinate operating organizations in the supervision work,short of specialized management in hospital supervision,insufficient awareness of the“Red Line”of national asset maintenance and appreciation in subordinate operating organizations,defective tightness between the performance function relationship of subordinate operating organizations and public hospitals.It suggests that hospitals should be aimed at establishing and perfecting supervision system and national asset supervisory system,straighten out the relationship of contributors,carry out industry transformation and upgrading,promote transformation and upgrading for hospitals*subordinate operating organizations.
