基于SE-DEA方法的电网企业投入产出效率评价

Input-output Efficiency Evaluation of Power Grid Enterprises Based on SE-DEAMethod

由于电网企业的多投入、多产出的特性,根据科学、合理、可操作的基本原则,采用数据包络分析(DEA)方法,选取35kV及以上输电线路回路长度(km)、35kV及以上变压器铭牌容量(万kVA)、线损率(%)作为电网企业的投入指标,选取全社会用电量(亿kWh)、供电可靠率(%)作为电网企业的产出指标,以2015年全国30个省份(地区)的数据,评价电网企业的投入产出效率;结合SE-DEA的分析方法,将传统的有效单元进一步区分,增强了比较效果;以辽宁省电网企业的投入产出效率为例进行分析,指出存在的问题以及改进方向。

Due to multiple inputs and multiple outputs of the power grid enterprise,this paper uses DEA method,selects 35kv and above transmission lines loop length(km),35kv and above transformer nameplate capacity(ten thousand kVA),rate of transmission losses(%)as investment index,selects the whole society power consumption(hundred million kWh)and power supply reliability rate(%)as output index to analyze the efficiency of power grid enterprises of 30 provinces(regions)in 2015 according to the basic principles of scientific,reasonable and operational.At the same time,this paper further distinguishes the traditional effective units with the analysis method of SE-DEA to enhance the comparison effect.Finally,based on the input-output efficiency of power grid enterprises in Liaoning province,the study points out the existing problems and the direction of improvement.
