省域层面深化教师队伍建设政策工具的应用偏差及矫正——基于30个省市相关政策的文本分析

Application deviation and correction of policy tools in promoting teaching staff construction at provincial level:analysis of policy texts based on 30 provinces and cities

以30个省市出台的关于教师队伍建设的政策文本为研究对象,基于罗斯维尔、泽福尔德等人的政策工具和教师队伍建设的基本要素,构建了二维分析框架。以分析框架构建、文本内容编码、统计分析为主要研究线索,结合内容分析法,分别从X维度、Y维度、X维度与Y维度交叉效应等三个方面对相关省市关于全面深化新时代教师队伍建设改革实施的政策文本进行了研究,发现新时代教师队伍建设政策的工具存在应用力度拿捏不当、缺乏具体性、灵活性、改革指标分布不合理、创新度不高等问题。据此提出未来教师队伍建设政策建议,即深刻考虑环境前提;优化比例结构;加大实施力度;注重长效性;拓宽创新性能。

Taking the policy texts concerning teaching staff construction issued by 30 provinces and cities as the research object,a two-dimensional analysis framework is constructed based on the policy tools of Roseville and Zefeld,and the basic elements of teaching staff construction.Using analysis framework construction,text content coding and statistical analysis as the main research clues,combining with content analysis,this paper studies the policy texts applied to promote teaching staff construction in the new era from three aspects such as X dimension,Y dimension,and crossover effect of X&Y dimension.We find that the tools of teacher staff construction policy in the new era have such problems as improper application,lack of specificity,lack of political flexibility,unreasonable distribution of reform indicators,and low degree of innovation.Based on the findings,we put forward some policy suggestions concerning the construction of the future teacher staff,namely,we should take into consideration the environmental premise,optimize the proportion structure,strengthen the implementation,pay attention to the long-term effect,and broaden the innovation performance.
