党的十八大以来,加快转变经济发展方式的总体导向引起区域政策的转向性变化。国家战略的介入为长三角作为优先区域超越自身空间范围的目标需求提供了明确的价值基础和持续的方向引导,发挥了“再地域化”的尺度重组作用。从启动期到推进期,长三角一体化的侧重点逐步深入,从规划的整体性、内外空间的协调性、产业—空间的协同优化、多中心一体化到制度的一体化、体制机制创新的一体化。围绕长三角区域的向上与向下的尺度重组正在通过系统性、集成性的制度创新重塑经济地理格局,并将给中国经济高质量发展带来深远影响。
