黑河流域水生态文明建设实践

Practice of Water Ecological Civilization Construction in Heihe River Basin

水生态文明建设是生态文明建设的重要内容,也是当前水利工作的重中之重,更是从源头上解决水资源短缺、水污染严重、水生态恶化问题的根本性举措,因而加强黑河流域水生态文明建设是至关重要的。本文针对黑河流域水生态方面存在的问题,提出了黑河流域水生态文明建设的总体布局与治理思路,阐述了具体措施及取得的成效,介绍了水生态文明建设保障机制,以期为深入推进全流域水生态文明建设提供参考。

The construction of water ecological civilization is an important part of the construction of ecological civilization,and it is also the top priority of current water conservancy work.It is also a fundamental measure to solve the shortage of water resources,serious water pollution,and deterioration of water ecology from the source.Therefore,it is very important to strengthen the construction of water ecological civilization in the Heihe River Basin.Aiming at the problems in the water ecology of the Heihe River Basin,this paper proposed the overall layout and governance ideas for the construction of water ecological civilization in the Heihe River Basin,described the specific measures and achieved results,and introduced the guarantee mechanism for the construction of water ecological civilization,in order to provide references for further promoting the construction of water ecological civilization in the whole river basin.
