数据中台支持下国土空间规划“一张图”实施监督信息系统设计——以常州市为例

Design on implementation and supervision information system for"One Map"of territorial spatial planning based on data center platform——a case study of Changzhou City

本文以新时代国土空间规划对“一张图”实施监督信息系统的建设需求为导向,对常州市已有的自然资源和规划信息化成果及国土空间规划进展进行了分析,提出和设计了数据为基、模型为核、面向应用的系统总体框架,对数据中台、指标库、模型库等关键功能模型进行了设计,并通过空间规则引擎技术及WebGIS模块体系等关键技术的研究支撑各部分功能模块的应用集成和系统建设,为常州市国土空间规划动态监测预警评估和实施监督工作提供系统支撑。

This paper aims at the construction demand of implementation and supervision information system for"One Map"of territorial spatial planning in the new era,and analyzes the development stage and existing achievements of natural resources and planning informatization and the progress of territorial spatial planning in Changzhou.This paper puts forward and designs the overall framework of the system which bases on data,centers on model and faces to application,and designs the data center platform,index database,model database,etc.This paper applies spatial rule engine technology and WebGIS module system to support the modules'function integration and system contruction.Overall,the above research results provide systematic support for the dynamic monitoring,early-warning evaluation and implementation and supervision of Changzhou territorial spatial planning.
