人工智能是新一轮科技革命和产业变革的重要驱动力量,发展新一代人工智能有助于提高我国综合国力,促进我国经济健康可持续发展。人工智能可以通过四种途径促进经济发展。一是人工智能替代劳动,扩大劳动内涵,增加劳动供给,丰富劳动财富;人工智能赋能劳动者,提高劳动生产率。二是人工智能赋能三大产业,提高生产效率。三是人工智能创造消费者剩余,提高社会福利。四是人工智能赋能政府,矫正政府失灵,提高政府效率,进而矫正市场失灵,提高经济效率。在利用人工智能促进经济发展的同时,也要加强人工智能发展的潜在风险研判和防范,确保人工智能安全、可靠、可控。

Artificial intelligence is an important driving force for the new round of technological revolution and industrial transformation. The development of a new generation of artificial intelligence will help improve my country’s overall national strength and promote the healthy and sustainable development of my country’s economy. Artificial intelligence can promote economic development in four ways. First,artificial intelligence replaces labor,expands the connotation of labor,increases labor supply,and enriches labor wealth. Artificial intelligence empowers workers and improves labor productivity. The second is that artificial intelligence empowers the three major industries and improves production efficiency. The third is that artificial intelligence creates consumer surplus and improves social welfare. Fourth,artificial intelligence empowers the government,corrects government failures,improves government efficiency,and then corrects market failures and improves economic efficiency. While we use artificial intelligence to promote economic development,it is also necessary to strengthen the research,judgment and prevention of potential risks in the development of artificial intelligence to ensure that artificial intelligence is safe,reliable,and controllable.
