高技术产业产学研协同创新效率研究——基于行业的动态分析

Research on the Efficiency of Collaborative Innovation of Industry-University-Research(IUR)in High-tech Industry——Dynamic Analysis Based on Different Industries

高技术产业产学研协同创新活动是一个复杂动态的过程,从创新价值链视角将其更细致地划分为技术研发阶段和成果转化阶段。构建了两阶段高技术产业产学研协同创新效率评价指标体系,更注重了中间投入产出的指标,并使用共享投入关联DEA模型对中国高技术产业5大类15个细分子行业的面板数据进行创新效率测算,针对测算结果进行动态效率分析。结果表明:高技术产业各行业间产学研协同创新效率无论是整体还是两个子阶段都存在很大差异,4个评价期内的变化也各有不同。在此基础上,提出相应的行业发展建议,为高技术产业各行业提高产学研创新效率提供借鉴和参考。

The collaborative innovation of Industry-University-Research( IUR) in high-tech industry is a complex and dynamic process. From the perspective of innovation value chain,it can be divided into research and development( R&D) stage and achievement transformation stage. Based on this,this paper constructs a two-stage evaluation index system of collaborative innovation efficiency of IUR in high-tech industry,which pays more attention to the index of intermediate input-output. This paper also uses the DEA model of shared input-output to measure the innovation efficiency of 15 small-scale industries in five categories of China’s high-tech industry,and analyzes the dynamic efficiency of the measurement results. The results show that: there are great differences in the efficiency of IUR collaborative innovation among different industries of high-tech industry,whether in the whole or at the two sub stages,and the changes in the four evaluation periods are also different. On this basis,the corresponding industry development suggestions are put forward to provide references for the high-tech industries to improve the innovation efficiency of IUR.
