基于三位一体保护的江苏省耕地保护生态补偿研究

Research on Ecological Compensation of Cultivated Land Protection in Jiangsu Province Based on Trinity Protection

耕地资源是生态系统的重要组成部分,耕地保护是我国生态文明建设的重要内容。与国内其他地方相似,江苏省四十年来的快速工业化和城镇化导致耕地数量持续下降,耕地质量和生态问题不容乐观,耕地保护并未达到理想的效果。新时期耕地保护的关键在于坚持耕地数量、质量和生态三位一体保护理念,补齐耕地生态保护的短板,完善耕地三位一体保护路径。为此,本文基于公共产品理论、外部性理论以及生态系统价值理论,从三位一体保护的视角分析江苏省耕地生态保护中存在的问题,构建江苏省耕地三位一体保护中的生态补偿机制,为完善江苏省耕地保护政策体系提供理论支持。

Cultivated land resources are an important part of the ecosystem,making cultivated land protection an important part of the construction of ecological civilization in China.Similar to other places in China,the rapid industrialization and urbanization in Jiangsu Province over the past 40 years have led to the continuous decline in the number of cultivated land.The quality and ecological problems of cultivated land are not optimistic,and the protection of cultivated land has not achieved the desired effect.The key of cultivated land protection in the new period lies in adhering to the concept of trinity protection of cultivated land s quantity,quality and ecology,tackling the weaknesses in ecological protection of cultivated land,and exploring the routes to the trinity protection of cultivated land.Therefore,based on the theory of public products,externalities and ecosystem value theory,this paper analyzes the problems in the ecological protection of cultivated land in Jiangsu Province from the perspective of trinity protection,and establishes an ecological compensation mechanism in the trinity protection of cultivated land in Jiangsu Province,thereby providing theoretical support to improve the farmland protection policy system in Jiangsu Province.
