近年来,上海构建形成了较为完善的知识产权服务体系,集聚了一批知识产权资源要素,知识产权服务业规范有序发展,为推动知识产权价值实现提供了优质高效的服务支撑。同时,上海专利高质量发展面临创新效率不高,专利产业化整合力度不强等问题,其主要根源在于企业作为市场竞争主体和技术创新主体的动能尚未被充分激发。纵观美国硅谷、北京中关村等成功经验,建设专利技术产业联盟是加快技术渗透速度、促进成果转化的有效路径。

In recent years,Shanghai has built a relatively complete intellectual property service system,gathered a number of intellectual property resources and elements,and the standardized and orderly development of intellectual property service industry has provided high-quality and efficient service support to promote the realization of intellectual property value.At the same time,Shanghai’s high-quality patent development also faces problems such as low innovation efficiency and weak integration of patent industrialization,the main root cause of which is that the dynamic energy of enterprises as the main body of market competition and technological innovation has not been fully stimulated.Looking at the successful experiences of Silicon Valley and Zhongguancun in Beijing,the construction of patent technology industry alliance is an effective path to accelerate the speed of technology penetration and promote the transformation of achievements.
