河湖长制下跨界河湖联防联控机制建设研究

Construction of joint prevention and control mechanism for transboundary rivers and lakes under the river chief system

跨界河湖联防联控是河湖管理的重点和难点,结合河湖长制,加强流域统筹,是河湖治理体系和治理能力现代化的发展方向。本研究系统梳理跨界河湖联防联控问题,针对性地提出河湖长制下联防联控体系建设框架建议:推进跨界河湖联防联控法制建设,出台河湖长制下跨省河湖联防联控指导意见;建立由流域管理机构牵头,流域内省级河湖长参加的流域河湖长协作机制,统筹协调流域联防联控的法制建设、规划、监督、管理等重大事项,印发河湖长制下跨界河湖联防联控监督检查办法,通过组织流域管理机构和专家对重点水域进行监督检查、约谈各级河湖长等手段,督查跨界河湖管理各项任务落实;组织流域管理机构编制流域全覆盖水监控规划,建立健全监测监控网络体系,强化重点水域的监测及数据共享;出台河湖长制下流域生态补偿条例、办法、指导意见等,考核与激励并行;制定跨界河湖联防联控重大决策公众参与制度,引导公众参与跨界河湖联防联控全部环节。

Joint prevention and control of transboundary rivers and lakes is the key and difficult problem of river and lake management.The development direction of the river and lake governance system and governance capacity modernization is to strengthen the overall planning of the river basin under the river chief system.This research systematically combs the problem of joint prevention and control mechanism for transboundary rivers and lakes,puts forward suggestions on the construction of joint prevention and control mechanism for transboundary rivers and lakes under the river chief system:promote the legal construction of joint prevention and control mechanism for transboundary rivers and lakes,and issue the guidance of joint prevention and control mechanism for transboundary rivers and lakes under the river chief system.Strengthen the overall coordination ability of river basin institutions,establish a joint coordination meeting system of provincial river chief system offices,and give full play to the planning,coordination,guidance,supervision,monitoring and law enforcement functions of river basin institutions.Organize river basin management organizations to compile water monitoring and control plans covering the whole river basin,establish and improve the monitoring and control network system,and strengthen the monitoring and data sharing of key water areas.Issue regulations,methods and guidelines on ecological compensation under the river and lake chief system,promote assessment and encouragement together.Expand the realm,ways and scope of public participation,guide the public to participate in the joint prevention and control mechanism for transboundary rivers and lakes under the river chief system.
