昆山市农业水价综合改革实践成效与评价

Practice and effect evaluation of agricultural water price comprehensive reform in Kunshan City

农业水价综合改革是提高农田水利工程养护水平、节约农业灌溉用水的重大改革措施。江苏省昆山市结合灌溉用水实际情况,于2017年起在辖区内11个区镇开展农业水价综合改革,2020年顺利通过验收工作。改革建立健全了农业水价形成机制、精准补贴和节水奖励机制、工程管护机制和用水管理机制,促进了农业节水,工程运行良好、水费收取到位,并且农民负担合理,群众反馈良好。结合改革过程和经验,提出应注重推进力度的统筹、农民用水合作组织的扶持、末级渠系及计量设施的配套建设和加强改革宣传的建议。

The comprehensive reform of agricultural water price is an important reform measure to improve the maintenance level of farmland water conservancy projects and save agricultural irrigation water.In 2017,combining the actual situation of irrigation water,Kunshan City began to carry out a comprehensive reform of agricultural water price in 11 districts and towns and successfully passed the acceptance work in 2020.The reform has established and improved the agricultural water price formation mechanism,the precise subsidy and water-saving reward mechanism,the project management and protection mechanism,and the water use management mechanism,which promoted the agricultural water saving and achieved a good state of good project operation and water fee collection in place,with reasonable farmers’burden and good feedback from the masses.In view of the reform process and experience,the paper puts forward the suggestions that we should pay attention to the overall planning of the promotion,the support of farmers’water use cooperation organizations,the supporting construction of the final canal system and metering facilities,and the promotion of reform publicity.
