中国地域辽阔、人口众多、自然资源禀赋差异大、经济社会发展不平衡,整体表现出“东强西弱,南升北降”的特点,而且中国是全世界唯一拥有联合国产业分类中全部工业门类的国家,这些都是进行“双循环”得天独厚的优势。研究表明,西部地区在世界百年未有之大变局的历史关口,面临着西部大开发战略升级、“一带一路”倡议深化、“双循环”格局生成的历史发展机遇,通过政府—市场—社会—企业—个人“五位一体”的政策改进,可以充分应对第五次“双消耗”产业转移浪潮的冲击,并形成大保护、大开放、高速度、高质量发展新格局。

China has a vast expanse of territory,with a large population,great differences in natural resource endowments,as well as unbalanced economic and social development,with the overall characteristic that"the eastern and the southern regions are becoming more competitive than the western and the northern regions".Moreover,China is the only country with all the industrial categories in the United Nations industry classification system in the world,which is a unique advantage for"duel circulation".The research shows that the western region is facing the historical development opportunity of upgrading the Western Development Strategy,deepening the Belt and Road Initiative,and creating a"duel circulation"pattern at the historical juncture of the unprecedented changes over centuries in the world.Through the policy improvement of the Five-sphere Integrated Plan implemented by the government,the market,the society,enterprises and individuals,the impact of the fifth"duel consumption"of industrial transfer can be addressed,with the formation of environmental protection,opening up,and social progress with both speed and quality.
