全面建成小康社会背景下我国农村社会养老保障研究

Research on China’s Rural Social Old-age Pension Schemes under the Background of Building a Well-off Society in an All-round Way

新中国成立以来,我国农村社会养老保障制度不断发展完善,在提升农村老年人生活水平、维护社会稳定和谐、促进社会公平正义、缩小收入差距等方面发挥着积极作用。其构建和完善过程体现了与我国经济发展尤其是经济体制改革的契合,凸显了中国共产党领导这一政治优势中政府的关键推动作用。当前我国农村社会养老保障仍不平衡、不充分,存在社会养老保障水平低、差距大、其他养老保障收入不足、收入未用于养老现象明显以及参保意识不强等问题。在全面建成小康社会的背景下,需要加强政府作用,对特困老年群体实施兜底性生活保障,着力完善社会养老保险制度,逐步减少对家庭供养的依赖,区分不同人群,合理把控与调整退休金增长幅度,保障农村老年人其他收入的正常获取与消费,不断提升农村社会养老保障水平,增进农村老年人福祉。

Since the founding of New China, China’s rural old-age pension schemes have been continuously improved, which play an active role in improving the living standards of the rural elderly, maintaining social stability and harmony, promoting social fairness and justice, and narrowing the income gap. The process of its construction and improvement concords with China’s economic development, especially the economic system reform, and it highlights the key role of the government in promoting the political advantages of the leadership of the Communist Party of China. Nevertheless, the evolution of China’s rural social old-age pension schemes is still unbalanced and inadequate, with problems such as low old-age pensions, large gap, insufficient income from other old-age pension schemes, incomes unused for old-age care, and poor awareness of participating in pension schemes. Under the background of building a well-off society in an all-round way, it is necessary to strengthen the government’s role, guarantee the elderly in extreme poverty, improve the social endowment insurance system, gradually reduce the dependence on family support, control and adjust the growth rate of pensions according to different groups, ensure the normal acquisition and consumption of other incomes of rural elderly, continuously enhance rural social endowment insurance, and facilitate the well-being of the rural elderly.
