Environmental Regulation Leads to Innovation and Economic Growth in the Yellow River Basin

基于2008—2017年黄河流域沿线8个省82个城市面板数据,构建两阶段模型,实证分析了黄河流域环境规制对环保技术创新和非环保技术创新、引致创新对经济增长的影响。研究发现:环境规制能够促进黄河流域R&D总投入、环保技术创新和非环保技术创新,且主要通过非环保技术创新间接提高黄河流域经济增长;短期内,环境规制对黄河流域经济增长的影响是负面的,但这种负面作用在减弱,加上显著为正的间接作用,在长期黄河流域具有强化污染治理和经济增长"双赢"的可能。据此认为实施黄河流域生态保护和高质量发展是大势所趋,在合理设计的环境规制下进行科技创新,全盘考虑,统一布局,确立黄河流域在国内大循环主体经济建设中的重要定位,着力促进黄河流域绿色一体化发展。

Based on 8 provinces along the Yellow River basin from 2008 to 2017,82 prefecture level panel data,constructs a two-stage model and empirically analyzes the impact of environmental regulation on environmental technology innovation and non-environmental technology innovation in the Yellow River Basin.It is found that environmental regulation can promote the total R&D investment,environmental technology innovation and non-environmental technology innovation in the Yellow River Basin,and indirectly improve the economic growth of the Yellow River Basin mainly through non-environmental technology innovation;In the short term,the impact of environmental regulation on economic growth in the Yellow River Basin is negative,but this negative effect is weakening.In addition,the indirect effect is obviously positive,which has the possibility of strengthening pollution control and economic growth in the long term.According to this,it is the general trend to implement ecological protection and high-quality development of the Yellow River Basin.Scientific and technological innovation should be carried out under reasonably designed environmental regulations,and overall consideration and unified layout should be made to establish the important position of the Yellow River Basin in the main economic construction of the large-scale circulation in China,so as to promote the green and integrated development of the Yellow River Basin.
