Evolution,Logic and Significance of Institutionalization of CPC’s Political Life since Its Founding

党要管党必须从党内政治生活管起,从严治党必须从党内政治生活严起。中国共产党自成立就高度重视党内政治生活,在波澜壮阔的百年革命、建设和改革征程中,建立了一系列加强和规范党内政治生活的制度。在百年历程当中,党内政治生活制度化建设始终服务于党在不同历史时期的使命和中心任务,呈现出阶段性的特征,主要包括起步与奠基、发展与曲折、恢复与完善、系统与创新四个时期。这一演进轨迹遵循着特定的发展逻辑,主要包括以革新为动力的主体提升逻辑,以问题为导向的实践展开逻辑和以人民为中心的价值追求逻辑,形成了恪守党的领导与维护人民根本利益内在统一、制度设计的完备性与操作的可行性耦合衔接、制度执行的彻底性与责任追究的严格性相辅相成、“刚”性制度约束与“柔”性思想引领相得益彰等宝贵经验,对于进一步推进新时代党内政治生活制度化建设具有重要启示。

The governance of the party must start from within,from a strict management of the political life of the party from within the party.Since its founding,CPC has paid close attention to its political life and has set up a series of systems to strengthen and standardize it in its one hundred years’history of revolution,construction and reform.It has always tried to make the institutionaliza⁃tion of its political life serve its missions and central tasks in different times.Such institutionalization has taken place in four stages:the beginning or foundation-laying stage,the stage of development and setbacks,the stage of restoration and improvement,and the stage of systematization and innova⁃tion.There is a certain logic underlying these stages,including a self-promoting logic propelled by the need of innovation,a development logic focused on problem-solving,and a logic of pursuit driven by people-centered values.Such logic has allowed the party to achieve a unity between the adherence to party leadership and the safeguarding of the people’s fundamental interests,a coupling of salient institutional set-ups with their practicality,a mutually-supplementing system of thorough implementa⁃tion of policies and strict punishment meted out to failures to act out such policies,and the integration of a“hard”disciplinary restriction and a“soft”ideological guidance.Such experience is of great significance to further promoting the institutionalization of the party’s political life in the New Era.
