中央环保督察对长三角城市群绿色发展的推动作用研究 被引量:1

摘要 解决经济增长与环境保护之间的矛盾是提升城市发展质量的关键,中央政府为协调二者关系,于2016—2017年在全国范围内开展了生态环境保护督察行动.基于长三角城市群在中国经济发展的重要战略地位,研究了中央环保督察对长三角城市群绿色发展的影响,结果发现:中央环保督察能够促进长三角城市绿色全要素生产率(Green Total Factor Productivity,GTFP)和绿色发展质量提升,表明中央政府这项命令控制型环境规制措施有助于促进长三角城市群绿色发展.在异质性检验中发现,对于绿色技术水平较高的城市,此次环保督察对GTFP的提升作用更显著.表明依托绿色技术优势,城市能够有效地将环保督察的规制压力转化为创新激励,并提高生产效率.研究结论为政府通过环境规制手段促进城市群绿色发展提供了新的证据. Solving the contradiction between economic growth and environmental protection is the key to improve the quality of urban development.In order to coordinate the relationship between economic growth and environmental protection,the Chinese government launched a nationwide campaign of environmental inspection in 2016—2017.Considering the important strategic position of the Yangtze River Delta urban agglomeration in China's economic development,we study the impact of central environmental inspection on the green development of the Yangtze River Delta urban agglomeration.The results show that central environmental inspection can promote green TFP and green development quality in the Yangtze River Delta,indicating that the command-control environmental regulation measures of the Chinese government can promote green development in the Yangtze River Delta urban agglomeration.In heterogeneity test,we find that central environmental inspection has a more significant effect on the improvement of green TFP in the cities with higher green technology level of the Yangtze River Delta urban agglomeration,which indicates that relying on the advantages of green technology,cities can effectively transform the regulatory pressure of environmental inspection into innovation incentives and improve production efficiency.Our conclusions provide new evidence for promoting the green development of urban agglomerations by government's environmental regulation policies.
