基础教育集团化办学机制的政策工具研究--基于16个城市政策文本的内容分析

A Study on the Policy Tools of Basic Education School Collectivization Running Mechanism:Content Analysis Based on Policy Texts of 16 Cities

基础教育集团化办学是一种创新型的办学体制,且得到国家宏观政策的认可,为探索基础教育集团化办学相关政策工具的使用情况,选取基础教育集团化办学相对比较成熟的16个城市的政策文本作为分析对象,运用内容分析法,借用NVivo质性分析软件对基础教育集团化办学实施方案进行编码分析,研究发现:基础教育集团化办学机制的政策工具类型为环境型,三大类政策工具中,环境型政策工具高频使用,需求型政策工具的使用率不足;政策工具的设计、搭配比较单一,细分的政策工具未尽其用;与此同时,组建模式具有牵一发而动全身的作用,政策工具的运用受限于既有集团化办学组建模式,为此要创新集团化办学模式,加强需求型政策工具的使用力度,优化政策工具的组合设计,从而提升政策工具的效能。

Basic Education School Collectivization is an innovative school running system.In order to explore the use of relevant policy tools for Basic Education School Collectivization,this paper selects the policy texts of 16 cities which are relatively mature in Basic Education School Collectivization as the analysis object,uses content analysis method and NVivo qualitative analysis software to code the implementation scheme of basic education group running The results show that:among the three types of policy tools,the environmental policy tools are the mainstream,and the demand-oriented policy tools are not used enough;the design and collocation of the policy tools are relatively single,and the subdivided policy tools are not fully used;the use of the policy tools for the group running of basic education is complex,and the use of the policy tools is limited by the existing group school running mode.The use of strong demand-oriented policy tools should be strengthened,and the combination design of policy tools should be optimized to enhance the effectiveness of policy tools.
