摘要
利用2010—2019年福建省9地市的面板数据,建立耦合协调度模型对各城市科技创新与区域经济高质量协调增长状况进行全面动态评价。结果显示,科技创新指数与区域经济高质量增长指数都呈波动上升趋势,但区域发展不均衡。科技创新和区域经济高质量增长的耦合协调度也保持稳步波动上升趋势。唯有厦门属于优质耦合等级类型,福州等8个城市的耦合协调等级偏低。科技投入产出低、科技产出对经济高质量增长贡献有限、科技创新的要素配置跟不上经济高质量增长水平和科研市场与应用市场割裂是福州等8个城市的共同突出短板。基于此,提出了促进区域经济协调发展的政策建议。
Based on the panel data of 9 cities in Fujian Province from 2010 to 2019,a coupling coordination degree model was established to evaluate the coordinated high-quality growth of each city's sci-tech innovation and regional economy.The results showed that both the index of sci-tech innovation and the index of high-quality growth of regional economy were on a fluctuating upward trend,but the regional development was not balanced.The degree of coupling and coordination between sci-tech innovation and high-quality growth of regional economy also kept a steadily fluctuating upward trend.Xiamen belonged to the high quality coupling level type,butthe other 8 cities,including Fuzhou,had a low coupling coordination level.The low input-output of science and technology,the limited contribution of science and technology output to high-quality economic growth,and the factors allocation of sci-tech innovation could not keep up with the high-quality economic growth level,and the separation of scientific research market and application market were the common outstanding shortcomings of the 8 cities.Accordingly,this paper puts forward some policy suggestions to promote the regional coordinated development.
