区域二氧化碳排放的影子价格研究——以河南省为例 被引量:1

摘要 碳达峰、碳中和目标的提出,有利于我国建立健全绿色低碳循环发展的经济体系,建立清洁、低碳、高效、安全的现代化能源生产和消费体系。探索区域二氧化碳排放的影子价格测算对于我国顺利完成低碳转型和实现经济增长的双重目标具有重要意义。本文构建参数化的环境方向性距离函数,选取河南省18个地级市的面板数据,对二氧化碳排放的影子价格与低碳技术效率进行分析。结果表明:河南省二氧化碳排放的影子价格呈现出明显的上升趋势,且在地区之间存在显著差异,各地区的低碳技术效率出现了分化现象;开封市等8市属于"低成本高效率"地区,洛阳市等4市属于"高成本低效率"地区,平顶山市等3市属于"低成本低效率"地区,郑州市等3市属于"高成本高效率"地区。因此,要推进低碳经济转型,关键在于缩小地区之间二氧化碳排放边际减排成本和低碳技术效率的差异。 The proposal of the goal of carbon peak and carbon neutralization is conducive to the establishment and improvement of a green and low-carbon circular economic system, and the establishment of a clean, low-carbon, efficient and safe modern energy production and consumption system. Exploring the shadow price measurement of regional carbon dioxide emissions is of great significance for China to successfully complete the low-carbon transformation and achieve the dual goals of economic growth. Based on the panel data of 18 cities in Henan Province, this paper constructs a parametric environmental directional distance function to analyze the shadow price and low-carbon technology efficiency. The results show that: First, the shadow price of carbon dioxide emissions in all cities in Henan Province shows a significant upward trend, and there is a significant difference between regions;the low-carbon technical efficiency of each region has a differentiation phenomenon. Second,Kaifeng City and other seven cities belong to the area of "low cost and high efficiency", Luoyang City and other three cities belong to the area of "high cost and low efficiency", Pingdingshan City and other two cities belong to the area of "low cost and low efficiency", Zhengzhou City and other two cities belong to the area of "low cost and low efficiency". So the government should reduce the difference of marginal cost of carbon dioxide emission reduction and low-carbon technology efficiency between different regions.
