行政法规打包修改,是指基于特定的目的,在行政法规清理的基础上,将两部以上行政法规放置于一个"包裹"一并修改的立法措施。自党的十八大以来,国务院已发布18件行政法规打包修改决定,是近期使用频率较高的修法机制。行政法规打包修改是一项重要的立法活动,必须符合科学修改原则、民主修改原则和依法修改原则。为了推进国家治理体系和治理能力现代化,加快法治政府建设,需要采取有效措施,完善行政法规打包修改的体制机制技术。

Amending packaged administrative regulations refers to legislative measures that place two or more administrative regulations in a"package"and amend them together on the basis of clearing off administrative regulations for specific purposes.Since the Eighteenth National Congress of the Communist Party of China,General Office of the State Council of the People’s Republic of China has issued 18 decisions on amending packaged administrative regulations,which is the most frequently used mechanism of legal revision.Amending packaged administrative regulations is an important legislative activity,which must comply with the principles of scientific revision,democratic revision and legal revision.In order to advance the modernization of the national governance system and governance capabilities and accelerate the establishment of a government under the rule of law,effective measures need to be taken to improve the system and mechanism of amending packaged administrative regulations.
