中马“两国双园”产业合作研究——与新加坡模式的对比

Research on China-Malaysia“Two Countries,Twin Parks”Industrial Cooperation——Comparison with Singapore model

中国—马来西亚的“两国双园”产业合作模式,是中马两国在“一带一路”倡议下的区域合作创新尝试。本文通过分析经典的新加坡海外园区建设模式,借以对比中马“两国双园”模式,最终点明“两国双园”模式创新所在。同时以新加坡在华园区的成败经验为参照,得出结论:中马两国在未来的“两国双园”建设中,应更注重将本国经验与当地实际相结合,并加快推进“两国双园”合作的顶层机制建设,最终寻求园区政治利益与经济利益的平衡。

The China-Malaysia“Two Countries,Twin Parks”cooperation mode is an innovative attempt for regional industrial cooperation between China and Malaysia under the“Belt and Road”initiative.And what is the difference between the“Two Countries,Twin Parks”mode between China and Malaysia and the classic overseas park construction mode?This paper analyzes the classic Singapore overseas park construction mode,compares it with the construction mode of“Two Countries,Twin Parks”,and then points out the innovation of the“Two Countries,Twin Parks”cooperation mode between China and Malaysia.In the meantime,this paper also uses Sin⁃gapore’s park experience in China as a reference,and concludes that China and Malaysia should pay more atten⁃tion to combining their own experience with the local reality,accelerate the establishment of the top-level mecha⁃nism for the“Two Countries,Twin Parks”cooperation,and finally seek the balance between political and econom⁃ic interests of parks.
