中国经济效率提升和结构优化进程评价——基于高质量发展的研究背景

China’s Economic Efficiency Improvement and Structural Optimization Process Evaluation--Based on the Background of High-Quality Development

将新时代我国经济社会的主要矛盾和“五大发展理念”融入经济效率提升和结构优化的研究中,从衡量“尺度”的有效性角度出发,构建了我国经济发展的效率提升和结构优化指标体系,并对过去十年的发展进程进行了评价。研究结果表明,近年来我国经济的效率提升和结构优化进程明显加快,居民福祉、国民经济基本素质、增长动力提升得到较为明显的改善,区域发展结构、要素分配结构和国内外市场结构不断优化,但矛盾化解能力、要素资源利用效率提升不明显,高新技术企业产值不高、服务业内部结构不合理、经济增长与环境保护之间存在短期“矛盾”等问题仍然较为突出。

This paper incorporated the main economic and social contradictions and the five development concepts of China in the new era into the study of economic efficiency improvement and structural optimization.From the perspective of measuring the effectiveness of the"scale",the paper constructed the index system for the study of efficiency improvement and structural optimization,and evaluated the development process over the past decade.The results showed that,in recent years,the process of China's economic efficiency improvement and structural optimization had been significantly accelerated.Besides,the well-being of residents,the basic quality of national economy and the growth momentum had also been significantly improved.Regional development structure,factor distribution structure,as well as domestic and international markets,had been continuously optimized.However,the ability to resolve contradictions and the efficiency of element resources hadn't been significantly improved.There were still lots of problems,including low output of high-tech enterprises,unreasonable internal structure of service industry and the short-term"contradictions"between economic growth and environmental protection.
