打通产业创新“最后一公里”:政府支持与成果转化——以高技术产业为例

Finish the Last Kilometer of Marathon of Industrial Innovation:Government Support and Achievement Transformation——Take High-tech Industry as an Example

本文以高技术产业为研究样本,探索政府支持对产业创新成果转化的影响。研究发现,政府支持对产业创新成果转化具有促进作用,且其影响具有一定的持续性,有利于打通科技创新的“最后一公里”。分样本讨论发现,政府支持对产业创新成果转化产生的影响具有地区异质性。对于中西部地区,政府对产业创新的支持显著促进了产业创新成果转化效果;对于东部地区,政府支持对产业创新成果转化效果的影响较小甚至并不显著。进一步检验影响机制后发现,创新能力、创新意愿与市场改善均在政府支持对产业创新成果转化产生的影响中发挥了中介效应。政府支持产业创新发展,通过提高创新主体的创新能力、增强市场主体的创新意愿、改善科技成果市场的市场化程度进而促进产业创新成果的转化。本研究拓展了政府职能理论,丰富了关于产业创新成果转化的相关文献,也为监管部门合理引导产业创新成果转化提供了启示。

This paper uses high-tech industries as a research sample to explore the impact of government support on the transformation of industrial innovation achievements.The study finds that government support promotes the transformation of industrial innovation achievements and helps to finish the last kilometer of marathon of the technological innovation.And government support has regional heterogeneity in the impact of the transformation of industrial innovation achievements.For the central and western re⁃gions,the government support for industrial innovation has significantly promoted the transformation of industrial innovation achieve⁃ments.For the eastern region,government support has little or no significant impact on the transformation of industrial innovation a⁃chievements.After further testing the influence mechanism,it is found that innovation ability,innovation willingness and market improvement all play an intermediary effect in the influence of government support on the transformation of industrial innovation a⁃chievements.The government support promotes the transformation of industrial innovation achievements by improving the innovation ability of innovation entities,enhancing the innovation willingness of market entities,and improving the marketization of scientific and technological achievements.This research helps expand the theory of government functions,enriches the relevant literature on the transformation of industrial innovation achievements,and provides inspiration for the regulatory authorities to rationally guide the transformation of industrial innovation achievements.
