中国加入CPTPP之必要性与可行性分析

全面与进步跨太平洋伙伴关系协定(CPTPP),被学界称为21世纪贸易自由化最高标准的区域自由贸易协定。中国加入CPTPP非常有必要,不仅就国际国内发展大势而言与我国的改革开放国策和大国外交战略相契合,而且在经济层面上可以对中国经济与贸易投资效益的提升起到重大的推进作用,更能在规则与法律制度层面有力促进中国国内法律规范对标最高国际经贸规则,并对中国参与当今国际经贸规则和治理体系的改革和发展起到重要的促进作用。中国加入CPTPP既是双赢的选择,而且也非常可行,并可以说正当其时,不仅中国稳定良好的国内政治环境和中国高层领导对于加入CPTPP的强烈政治意愿为此提供了强有力的国内政治保障,而且中国改革开放40多年来尤其是加入WTO20年来以及近十年来在区域自由贸易和国内自贸区建设方面所取得的巨大成就,也为中国加入CPTPP奠定了坚实的经济和制度基础。中国应当通过加强相关研究,及时启动加入谈判,并通过大力推进改革开放和不断完善相应的法律法规来做好加入的准备。
