价值转向视角下公众参与生态环境治理的实践路径

Path of Public Participation in Ecological Environmental Governance under the Perspective of Value Transformation

生态环境问题是人民群众最关心的民生问题之一。在我国经济高速增长阶段,片面追求经济效益而忽视人民群众对优美生态环境需要的“无感增长”,降低生态环境满意度、打击环保积极性,致使我国公众参与生态环境治理面临“吉登斯悖论”。进入经济高质量发展阶段,突出“以人民为中心”的价值取向,增强人民群众对良好生态环境的获得感、幸福感和安全感,是习近平生态文明思想的内在要求。“民生三感”导向下公众参与生态环境治理的实践路径,需要政府、企业和公众分工明确,协调合作,一是共建生态环境治理体系,二是共治生态环境污染问题,三是共享优美生态环境。

Ecological environmental problem is one of the most important concerns of people.The traditional stage of high speed growth pursues the economic benefits one-sidedly but ignores people’s need of a great environment.Such an unsustainable growth is responsible for a less satisfied environment and reduced public interest in the field,making China’s public ecological environmental governance trapped in the so called“Giddens paradox”.Entering the stage of high-quality growth,we should uphold the people-oriented principle and strive to enhance their sense of gain,happiness and security which lie in the core of Xi Jinping’s environmental thoughts.This paper aims to discuss the absence of people’s environmental rights in an unsustainable growth,explore the environmental meaning of the sense of gain,happiness and security,establish the framework of enabling the public to participate in ecological environmental governance,and hopefully provide a practical method of jointly building an environmental governance system,solving the problem of environmental pollution and sharing a beautiful ecological environment.
