省级次区域国土空间规划实践探索与思考

Practical Investigation and Exploration of Territorial Spatial Planning at the Provincial Sub-regional Level

在“五级三类”国土空间规划体系中,特定区域和特定领域的专项规划编制方法仍亟待探索,本文在梳理省级次区域规划实践的基础上,立足国家空间规划体系构建的时代要求,认识省级次区域国土空间规划的核心任务、技术框架和重点内容,并结合项目实践,探讨了省级次区域国土空间规划在落实国家和省级政府要求的空间响应、统筹协调跨区域空间协同、刚弹相济的管控要求传导等方面关注的重点和技术应对,初步探索省级次区域国土空间规划的编制方法,以期为国土空间专项规划的编制提供现实参考和借鉴。

In the‘five levels and three types’territorial spatial planning system,the preparation method of special planning in specific regions and specific areas is still to be explored urgently.Based on combing the practice of provincial sub-regional planning,and responded to the call of the era for the construction of territorial spatial planning system,this paper proposes the core tasks,technical framework and key contents of provincial subregional territorial spatial planning.This paper initially explores the preparation method of provincial sub-regional territorial spatial planning,through practical projects,it discusses the focus and technical response on national and provincial major strategies,cross-regional territorial spatial synchronization,and transmission of combined rigid and flexible spatial control requirements.This paper can be used as a practical reference for the compilation of similar kind in territorial spatial planning.
