创新环境对工业创新效率的影响研究

Research on the Impact of Industrial Innovation Environment on Industrial Innovation Efficiency:Based on Industry Policy,Export Environment and Knowledge Spillover Perspective

从创新环境中的政策环境、出口环境和知识溢出三个角度分析创新环境对工业创新效率的非线性作用,继而以工业所有制水平高低为前提研究了分样本工业细分行业的差异性。研究发现:(1)全样本下,鼓励型政策环境、出口环境与工业知识创新效率呈“U型”关系,而与工业产品创新效率呈“倒U型”关系;规制型政策环境、知识溢出与工业知识和产品创新的关系均呈“倒U型”。(2)分组回归结果中,高国有资本工业行业,出口环境对工业产品创新阶段的效率影响不显著,其他创新环境因素的影响与全样本保持一致;低国有资本工业行业,鼓励型政策环境、出口环境和工业知识创新效率呈“倒U型”关系,与工业产品创新效率呈“U型”关系,规制型政策环境、知识溢出的回归结果与全样本保持一致。最后就完善创新环境、提升工业创新效率,提出了具体政策建议。

This paper analyzes the non-linear effect of innovation environment on industrial innovation efficiency from the perspectives of the policy environment,export environment,and knowledge spillover in the innovation environment,and then studies the differences of industrial sub-sectors by samples based on the weight of industrial ownership.The results show that:(1)with all samples,there is a"Ushaped"relationship between the incentive policy environment,the export environment and the industrial knowledge innovation efficiency while an"inverted U-shaped"relationship between the policy environment and the industrial product innovation efficiency.The relationship between regulatory policy environment,knowledge spillover and industrial knowledge and product innovation is"inverted U-shaped".(2)with regression results by group samples,the export environment has no significant impact on the efficiency of the industrial product innovation stage in industries with high state-owned capital while the influence of other innovation environments is consistent with the full sample.In industries with low stateowned capital,there is an"inverted U-shaped"relationship between incentive policy environment,export environment,and industrial knowledge innovation efficiency while a"U-shaped"relationship between regulatory policy environment and industrial product innovation efficiency.The regression results of the regulatory policy environment and knowledge spillover are consistent with that of the all samples.Finally,the article puts forward suggestions on improving the innovation environment and improving the efficiency of industrial innovation.
