乡村振兴背景下推行村级组织负责人“一肩挑”的问题与对策——以上海郊区为例

Problems and Countermeasures of Carrying out"one shoulder responsible"of Village Level Organization Leaders under the Background of Rural Revitalization

上海郊区政府凭借其强大的村干部再安置能力,使得村级组织负责人“一肩挑”的村庄总体上运行平稳。和其他省市相比,上海郊区推行“一肩挑”的消极影响并不大。但上海郊区在推行“一肩挑”过程中也存在选人受限、负担过重、选举组织难、梯队培养和党群干群联系弱化等诸多潜在问题。在实地调研基础上,试图就上海郊区如何更好地推进“一肩挑”制度提出对策思考。

The suburban government of Shanghai,with its strong ability of resettling village cadres,makes the village with“one shoulder responsible”village cadre run smoothly.Compared with other provinces and cities,the"aftereffect"of carrying out"one shoulder responsible"in Shanghai suburbs is not obvious.However,there are many potential problems in the process of carrying out"one shoulder responsible"in Shanghai suburbs,such as limited candidates,heavy burden,hard selection organization,echelon training problems and the risk of fragile relationship between party cadres and the people.Based on the field research experience,this paper attempts to put forward countermeasures on how to better promote the"one shoulder responsible"system in Shanghai suburbs.
