疫情下民营企业劳动用工状况及援企政策评价——基于上海市的调研

Labor Employment of Private Enterprises in the Epidemic Background and Evaluation of Enterprise Aid Policies——A Survey Based on the City of Shanghai

为深入了解疫情期间民营企业劳动用工的变化情况及对人力资源和社会保障领域援企政策的评价,特对上海市民营企业开展问卷调查和座谈调研。结果显示,从疫情前、疫情初及疫情缓和期三个不同阶段来看,民营企业呈现出劳动用工规模存在一定波动、用工需求逐步恢复、人工成本压力有所缓解、少数行业企业发展迎来新机遇等特点;但民营企业劳动关系的和谐稳定面临较大挑战。同时,调研结果显示,民营企业对人力资源和社会保障援企政策整体评价较高,但部分政策对不同规模企业的覆盖率和受惠力度存在明显差异,另外有些政策遇到难以落地落细落实等问题。建议通过完善预警机制、强化精准服务、指导企业调薪、关注小微企业、完善相关政策等举措,推动民营企业健康发展。

In order to gain a deeper understanding of the changes in the labor employment of private enterprises during the epidemic period and the evaluation of the enterprise aid policies in the field of human resources and social security,a questionnaire survey and a forum survey were carried out on private enterprises in Shanghai.The results show that from the perspective of three different stages,namely,before the epidemic,at the beginning of the epidemic,and at the mitigation period of the epidemic,the scale of labor in private enterprises has fluctuated,the demand for labor has gradually recovered,the pressure on labor costs has eased,and the development of a few industries has ushered in new opportunities.But the harmony and stability of labor relations in private enterprises face greater challenges.At the same time,the survey results show that private enterprises have a high overall evaluation of human resources and social security enterprise aid policies,but the scale of the coverage and benefit of some policies obviously vary,and implementing some policies specifically and concretely has encountered certain resistance.Finally,it is recommended to promote the healthy development of private enterprises through measures such as improving the early warning mechanism,strengthening precise services,guiding companies in salary adjustments,paying attention to small and micro-enterprises,and improving relevant policies.
