依据涉氨制冷特种设备相关法律、法规、部门规章、安全技术规范规定以及特种设备安全双重预防体系建设的要求,借鉴和吸收国际、国内风险管理相关文献,现代安全管理理念和涉氨制冷特种设备安全风险管理技术和经验,融合职业健康安全管理体系及安全生产文化等相关要求,结合山东省涉氨制冷特种设备安全管理现状,将涉氨制冷企业安全双重预防体系建设的要点一一列出,指导涉氨制冷特种设备单位开展安全风险分级管控和隐患排查治理工作,有效管控风险,杜绝或减少各种隐患,最大限度地减少涉氨制冷特种设备中的安全事故。

According to the laws,regulations,departmental rules,safety technical specifications and the requirements of the construction of double prevention system for special equipment safety,this paper draws on and absorbs relevant international and domestic risk management documents,modern safety management concepts and safety risk management technology and experience of special equipment for ammonia refrigeration,integrates the relevant requirements of occupational health and safety management system and safety production culture,and combines the safety management status of special equipment for ammonia refrigeration in Shandong Province.List the key points of safety double prevention system construction of ammonia related refrigeration enterprises,guide ammonia related refrigeration special equipment units to carry out safety risk classification control and hidden danger investigation and management,effectively control risks,eliminate or reduce various hidden dangers,and minimize safety accidents in ammonia related refrigeration special equipment.
