做好各类突发事件应急准备和应急处置工作,是各级人民政府的一项基本职责。参考福建省仙游县大面积停电事件应急体系示范建设实践经验,以仙游县人民政府大面积停电事件应急管理机制建设实践为基础,结合突发事件预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建的实际需求,探讨县级人民政府大面积停电事件应急管理机制建设方案。

It is a basic duty for the people's governments at all levels to do a good job in emergency preparation and response of all kinds of emergencies.Based on the demonstration practices of Xianyou County People's government's emergency management mechanism for large blackouts,and combined with the actual needs of emergency prevention and emergency preparation,monitoring and early warning,emergency response and rescue,and post-recovery and reconstruction,the scheme for establishing an emergency management for large blackouts by the county people's government Management mechanism is discussed.
