基于用户需求的城市大面积停电应急能力建设

Capability Building for Emergency Response to Urban Blackouts Based on Users'Demands

围绕维护国家安全和社会稳定的目标,基于对停电影响和南方五省(区)各类用户对供电的需求分析,开展对相关方的应对能力评估,针对城市大面积停电应急工作中存在的问题,提出城市大面积停电应对能力提升的意见和建议,以期最大程度降低停电事件的影响。

Around the goal of maintaining national security and social stability,based on the analysis of the impact of blackouts and the demand of various types of users for power supply in five southern provinces(regions),the response capability of relevant parties is evaluated.In view of the problems existing in the emergency response to large urban blackouts,the opinions and suggestions on improving the response capability of large urban blackouts are put forward,so as to minimize the impact of blackouts.
