社会组织参与突发公共卫生事件应急管理实现机制研究

Realization mechanism of social organizations participating in management of public health emergencies

突发公共卫生事件的不确定性和复杂程度日益增大,社会组织成为参与突发公共卫生事件中的重要力量,因而需要建立一整套的应急管理机制。本研究基于新冠肺炎(COVID-19)疫情下社会组织参与突发公共卫生事件应急管理的实践,从逻辑、制度和效能3个维度出发,构建了社会组织参与突发公共卫生事件的应急管理实现机制研究框架,剖析了“逻辑—制度—效能”分析框架下社会组织作为主体参与突发公共卫生事件应急管理的成因,探索我国应急管理过程中社会组织的参与机制,解析社会组织参与COVID-19疫情应急管理的具体运作过程。

With increasing uncertainty and complexity of public health emergencies,social organizations have played an important role in response to public health emergencies.Therefore,it is necessary to establish a set of emergency management mechanism.This study was based on the practice of social organizations participating in managing public health emergencies during COVID-19 epidemic.From three dimensions of logic,system and efficiency,a research framework on the realization mechanism of social organizations in response to public health emergencies was established.It analyzed the evolution of social organizations participating in the management of public health emergencies under the logic-system-efficiency framework,and explored their participation mechanism and the specific operation process during COVID-19 epidemic.
