摘要
煤炭资源潜力评价是在系统总结煤炭地质调查工作成果的基础上,收集整理煤炭资源数据,查明煤炭资源现状,科学评价未查明资源潜力。以往对煤炭资源潜力评价主要侧重于资源赋存条件的研究,对资源开发与生态环境影响关系的研究仍待加强。本文在“绿水青山就是金山银山”发展理念引领下,系统论述了建立煤炭资源绿色开发潜力评价的总体思路、评价路径、评价内容与方法,通过分析资源分布特征及勘查开发现状,资源存量和潜在资源状况,建立了煤炭资源绿色开发潜力评价模型,划分出“四类”煤炭资源(即绿色优先开发资源、非绿色可开发资源、非绿色难开发资源和难动用资源),提出煤炭资源开发利用潜力与布局建议,形成了一套相对完整的煤炭资源绿色开发潜力评价方法,并将其成功应用于大同矿区的煤炭资源潜力评价中。本方法的应用可为我国煤炭资源战略规划、合理配置资源、优化产业结构和推动区域经济发展提供理论依据。
The assessment of coal resource potential is based on coal geological surveying results systematic summarization,coal resource data acquiring and sorting to identify coal resource status and scientifically assess coal resource potential not yet identified.But previous coal resource potential assessment is mainly concentrated on resource hosting condition research,as for research on relationship between resource exploitation and impact on entironment is still needed to be further strengthened.The paper has been led under the“lucid waters and lush mountains are invaluable assets”idea systematically expounded to establish coal resource green exploitation potential assessment overall thoughts,approaches,substance and method.Through resource distribution features,exploration and exploitation status,resource available and potential analyses have established coal resource green exploitation potential assessment model.Four coal resource categories have been partitioned i.e.preferential green exploited resource,passable non green exploited resource,difficult non green exploited resource and hard to use resource.Coal resource exploitation and utilization potential and overall arrangement proposals have been proposed and formed a set of relatively complete coal resource green exploitation potential assessment method.The method has been applied in the Datong mining area coal resource potential assessment successfully.The application of the method can provide theoretical basis for coal resource strategic planning,rational allocation of resources,and optimization of industrial structure,as well as to promote regional economic development in the country.
