基于ISM模型探究制约冰雪体育特色小镇发展的影响因素

Influencing Factors of Restricting the Development of Ice and Snow Characteristic Towns Based on ISM Model

运用文献资料、德尔菲、解释结构方程模型(ISM)等方法,在已有研究、政策文本和实证分析的基础上,建构了冰雪体育特色小镇发展影响因素模型。结论:冰雪体育特色小镇发展影响因素可以分为四小层级三大层级,S1资源禀赋、S2区位条件、S6政策支持是深层根本性影响因素,S3配套设施、S5市场定位、S7发展规划、S8人才储备、S9投资力度、S10产业科技为中间间接影响因素,S4产品特色是表层影响因素。根据层级划分结果,提出提高冰雪体育特色小镇综合竞争力的建议:把握深层根本影响因素,培育优势产业;重视中间层间接影响因素,优化资源配置;提升表层直接影响因素,提升产品满意度。

By using the methods of literature review,Delphi and interpretative structural equation model(ISM),and on the basis of existing research,policy texts and empirical analysis,this paper constructs the influencing factors model of ice and snow sports characteristic town development.The result shows that the influencing factors of ice and snow sports characteristic town development can be divided into four sub levels and three levels.S1 resource endowment,S2 location conditions,S6 policy support is the deep fundamental influencing factors,S3 supporting facilities,S5 market positioning,S7 development planning,S8 talent reserve,S9 Investment intensity,S10 industrial technology is the intermediate indirect influencing factors,and S4 product characteristics is the surface influencing factors.According to the results of hierarchical division,this paper puts forward suggestions to improve the comprehensive competitiveness of ice and snow sports characteristic town,such as grasping the deep fundamental influencing factors and cultivating advantageous industries,paying attention to the intermediate indirect influencing factors and optimizing the allocation of resources,and improving the surface direct influencing factors and product satisfaction.
