公共体育服务管理向公共体育服务治理转变的发展路径

Development Path from Public Sports Service Management to Public Sports Service Governance

运用文献资料、专家访谈等研究方法,深入探讨分析公共体育服务发展过程中的政府职能契机、治理主体契机、供给方式契机,公共体育服务由管理向治理的转变过程中存在着治理质量及水平难以保障、治理差异显著、治理人才匮乏等现实问题。以问题为导向,提出创新治理模式,提升治理质量;立足整体发展,减小治理差异;创新培养体系,培育体育人才等建议措施,以期不断实现公共体育服务的有效治理,从而推动体育产业的进一步转型升级发展。

Using the methods of literature review and expert interview,this paper analyzes the opportunities of government function,governance subject and supply mode in the development of public sports service.In the process of public sports service transformation from management to governance,there are some practical problems,such as governance quality and level are difficult to guarantee,governance differences are significant,and governance talents are scarce.In order to continuously realize the effective governance of public sports services and promote the further transformation and upgrading of the sports industry,the paper puts forward some suggestions and measures,such as innovating the governance mode and improving the governance quality,reducing the governance differences based on the overall development,innovating the training system and cultivating sports talents.
