2019年欧盟食品和饲料快速预警系统通报中国食品安全问题及近五年变化情况分析

Analysis of Food Safety Issues in China Notified by the EU Rapid Alert System for Food and Feed in 2019 and the Changes in the Last Five Years

食品和饲料快速预警系统(rapid alert system for food and feed,RASFF)对华食品通报信息一方面反映了我国出口欧盟食品安全现状,另一方面反映了国内食品安全现状。本研究对2019年RASFF对华食品通报数据进行统计和特点分析:2019年RASFF对华食品通报共253例,我国出口食品的安全问题仍旧严峻;2019年对中国输欧食品通报数量最多的国家是英国,共61例;2019年营养食品、食品补充剂、强化食品成为遭通报最多的产品类型,该类产品遭通报的主要原因是成分不合格;遭通报的主要食品类别和通报原因比较集中,且部分危害类型和产品类型之间具有相关性。同时,本文对近五年来RASFF对华食品通报内容的一些变化进行了分析和总结,并从监管部门以及企业两个角度探讨了提高我国出口食品安全性和竞争力的应对措施。

China's food safety notifications by the rapid alert system for food and feed(RASFF)reflects the current situation of food safety in China's exports to the EU,and the current situation of domestic food safety.This study conducted statistical and characteristic analysis on the China's food safety notifications by RASFF in 2019 and the results are as following.(1)In 2019,there were 253 China's food safety notifications,and the safety of China's food exports is still serious;(2)The country with the highest number of food notifications to China for export to Europe in 2019 is the UK,with 61 cases;(3)In 2019,nutritional foods,food supplements,and enriched foods became the products that received the most notifications,and the main reason for the notification of these products was the unqualified ingredients;(4)The main food categories notified and the reasons for notification were relatively concentrated,and there was a correlation between some hazard types and product types.Meanwhile,this paper analyzed and summarized some changes in the content of China's food safety notifications by RASFF in the past five years,and discussed the measures to improve the safety and competitiveness of China's food exports from the perspectives of both regulatory authorities and enterprises.
