海关视阈下的国门生物安全防控机制研究

Research on Building a Prevention and Control System of Biosafety at Border Crossings from the Perspective of Customs

本文着力从海关国门生物安全防控机制入手,分析生物安全与国门生物安全的内涵,剖析国门生物安全面临的新形势与新挑战,以及国门生物安全风险所呈现的新特点,探究国门生物安全防控机制及其成效,进而从法律法规体系、监测预警体系、联合协同体制机制、顶层设计和长期规划、国际话语权、人才队伍建设和组织模式创新、能力提升建设、服务国家战略等方面,提出健全海关国门生物安全防控机制的主要途径。

This paper focuses on the national biosafety prevention and control mechanism of customs,analyzes the meaning of biosafety and national biosafety,analyzes the new situation and challenges faced by national biosafety and the new characteristics of national biosafety risks,and explores the national biosafety prevention and control mechanism and its effectiveness,and proposes to improve the biosafety prevention and control system at border ports from the aspects of laws and regulations system,monitoring and early warning system,joint collaboration mechanism,top level design and long term planning,international voice,talent team construction and organizational model innovation,capacity building,serving national strategy.
