摘要
随着当前军队转型建设步伐不断加快,航空兵部队在以提升战斗力为核心的实战化训练中,不断变革尝试将飞行指挥员从塔台解放出来,集中精力用于作战研究与指挥,设立塔台飞行管制员岗位,担负起训练飞行指挥调配任务。但与此同时,训练大纲对岗位设置几经修订,间接限制了塔台飞行管制员指挥权限,反映出人员岗位胜任能力的不足,也凸显出这一岗位的重要性,直接影响着飞行保障安全和训练有序进行。因此,基于胜任力理论,从多维度解析岗位胜任力影响因子,挖掘塔台飞行管制员岗位特征,通过构建岗位胜任力模型,建立岗位胜任力词典,找准训练突破口,加速提升塔台飞行管制员岗位胜任能力,满足训练大纲需求,开展实战化训练,确保飞行安全有序进行。
With the acceleration of the current military transformation and construction,the aviation force has been constantly reforming and trying to release the Air Traffic Control(ATC)controllers from tower command to focus on combat research and command.It has set up the tower controller post to take on the task of training flight command and deployment.At the same time,however,the post setting of the training syllabus has been revised several times,which indirectly restricts the command authority of the ATC controllers of the tower,reflecting the inadequacy of personnel’s post competency,highlighting the importance of this post,and directly affecting the safety of flight security and orderly training.Therefore,based on the theory of competence,this study analyzes the impact factors of post competency from multiple dimensions,and mines ATC controllers’post characteristics.By building post competency model and post competency dictionary,a breakthrough for training is targeted,in the aim of accelerating the improvement of ATC controllers’post competence,meeting the demand of training program,carrying out the actual combat training,and ensuring the flight safety and orderly.
