基于熵权-TOPSIS的装备价格第三方服务机构遴选机制研究

Research on Selection Mechanism of Equipment Price Third Party Service Organization Based on Entropy Weight-TOPSIS

为科学合理选择装备价格第三方服务机构,提高全军第三方服务机构库质量,以构建装备价格第三方服务机构遴选指标体系为切入点,建立基于熵权-TOPSIS的第三方服务机构选择模型,通过设计两次遴选机制,首先设计初次遴选指标体系,对满足准入条件的机构进行此次选择,目的是根据初次遴选指标对备选的装备价格第三方机构综合水平进行排名,然后设计二次遴选指标体系,对排名靠前的装备价格第三方机构进行专业性遴选,选择合适的第三方服务机构。最后,通过案例验证分析该方法的合理性,为军队装备价格主管部门遴选第三方服务机构建言献策。

In order to select the equipment price third-party service organization scientifically and reasonably and improve the quality of the equipment price third-party service organization library of the whole army,the selection model of the equipment price third-party service organization based on entropy weight-TOPSIS is established.By designing two selection mechanisms,the first selection index system is designed,and the institutions meeting the access conditions are selected this time.The purpose is to rank the alternative equipment price third-party organizations according to the initial selection index.Then,the secondary selection index system is designed to select the top ranked equipment price third-party organizations professionally and select the appropriate equipment price third-party service organizations.Finally,the rationality of this method is verified and analyzed through a case study,which provides suggestions for the competent department of military equipment price to select the third-party service organization of equipment price.
