全面二孩政策下佛山市妇幼保健院医疗服务能力的SWOT分析

SWOT Analysis of the Medical Service Capacity of Foshan Maternity and Child Health Hospitals under the Comprehensive Two-child Policy

目的探索“全面二孩”政策背景下妇幼保健院提升医疗服务能力的发展策略,为妇幼保健院打破发展困境提供参考。方法采用SWOT法对“全面二孩”政策实施以来佛山市妇幼保健院的医疗服务能力状况进行分析。结果佛山市共有4家妇幼保健院,妇幼保健院有服务人口基数增大、医疗服务基础较好的优势,但也面临着医护人员整体素质不高、配套设施落后、诊疗水平有限、服务模式转型滞后等困境,在旺盛的市场需求和健康需求多元化两大机遇面前,综合医院与民营医院的激烈竞争、新医改政策性损失等威胁也不容忽视。结论建议政府层面加强对妇幼医疗卫生事业发展的重视,加大对妇幼保健院的投入力度;医院层面着力构建整合式医疗服务体系、精英医学人才培养体系、现代医院管理组织体系、完善区域妇幼信息管理网络等,整体提升妇幼保健院医疗服务能力。

Objective To explore the development strategy of maternal and child health care hospitals to improve their medical service capabilities under the background of the"comprehensive two-child"policy,and to provide references for maternal and child health care hospitals to break the development difficulties.Methods The SWOT method was used to analyze the medical service capacity of the Maternity and Child Health Hospital of Foshan City since the implementation of the"comprehensive two-child"policy.Results There are 4 maternity and child health hospitals in city Foshan.The maternity and child health hospitals have the advantages of increasing the population base and better medical service foundation,but they also face low overall quality of medical staff,backward supporting facilities,limited diagnosis and treatment levels,and transformation of service models.In the face of the two major opportunities of vigorous market demand and diversification of health needs,such difficulties as lagging behind,the fierce competition between general hospitals and private hospitals,and the loss of new medical reform policies cannot be ignored.Conclusion It is recommended that the government should pay more attention to the development of maternal and child medical and health undertakings,and increase investment in maternal and child health hospitals;at the hospital level,we should focus on building an integrated medical service system,an elite medical talent training system,a modern hospital management organization system,and improving regional maternal and child information management network,etc.,to improve the overall medical service capabilities of the Maternal and Child Health Hospital.
