基层党建形式主义的发生逻辑

The Occurrence Logic of the Formalism in the CPC Basic-Level Building

基层党建形式主义给基层党组织和基层治理带来了负面后果。在实践中,基层党建可分为组织口的“小口径党建”和党委政府的“大口径党建”。党建形式主义根源于基层将组织口以党务工作为主的“小口径党建”当作了党建的全部工作,并将其上升为政治任务,从而使得重视基层党建变成了重视组织业务工作。组织业务工作主要与资料、活动有关系,重视党建工作就很可能变成下达更多的做资料、搞活动和创新创建的工作任务,并辅以严格的监督、检查和考核。而基层又没有资源和能力对这些任务给予“顶格”完成,只能以形式主义应付之。解决的办法是加强组织口的“小口径党建”,但不能政治任务化,同时应该将党委政府的“大口径党建”政治任务化,使基层党建真正与基层治理结合起来,在治理一线锻炼基层党组织和党员队伍。

Formalism in the CPC basic-level building or the Party building at the grassroots level has brought negative consequences to the CPC basic-level organizations and its governance.In practice,the Party building at the grassroots level can be divided into“small-caliber Party building”of the organization and“large-caliber Party building”of the Party committee and government.The formalism of Party building stems from the fact that the“small-caliber Party building”,which is mainly focused on Party affairs,is regarded as the whole work of Party building at the grassroots level,and is elevated to a political task,thus making the importance of grassroots Party building become the importance of organizational business work.Organizational business work is mainly related to data,activities,and paying attention to the Party building work is likely to become a more assigned to do data,activities and innovation to create the task,and supplemented by strict supervision,inspection and assessment.But the grassroots have no resources and ability to“top”these tasks,which leads only to dealing with the formalism.The solution is to strengthen the“small-caliber Party building”of the organization,but it can not be political task.At the same time,the“large-caliber Party building”of the Party committee and the government should be political task,so that the grassroots Party building can really be combined with grassroots governance,and the grassroots Party organizations and Party members can be trained in the front line of governance.
