军民融合深度发展模式探讨——基于案例的质性数据分析

Study on the Patterns of Civil-military Integration Deepening:Qualitative Data Analysis based on Cases

文章运用质性数据分析法,在军民融合深度发展的理论基础上,以《全面创新改革试验百佳案例》21篇军民融合案例文本为样本,提炼高频词并总结了具体领域推进军民融合的典型模式及其内涵特征。同时,基于范畴编码分析,比较了四川省和西安市两大典型区域军民融合的推进现状,梳理了不同类型主体推进军民融合的路径。结果表明,军民融合在科技、制度领域的成效较为显著,而金融、人才等领域的要素支撑和市场培育不充分。建议未来充分依托当地军工资源和发展基础,形成多主体积极参与互动的氛围,分类总结可复制推广经验,并加强短板领域的政策指引。

This paper well grasped the theoretic mechanism of civil-military integration deepening,and conducted the research with the help of qualitative data analysis.This paper took as samples 21 textual cases about civil-military integration issue in"Top 100 Cases of Comprehensive Innovation and Reform Experiment",extracted high frequency words and summarized the typical paths and connotation characteristics to propel civil-military integration.Meanwhile,based on category coding analysis,this paper compared the progress of civil-military integration in representative region,and sorted out the ways how different subjectspropelled civil-military integration.The results showed that,civil-military integration in the area of technology and institution achieved remarkable results,while inequacy of supporting elements like capital and talents,as well as insufficiency of market cultivation,came down to potential fields for grabs of civil-military integration deepening.As suggestions,we need to propel deepening civil-military integrationrelied on fully integration of local military resources and development foundation,the formation of a good multi subjects participating and interacting atmosphere,summing up replication and promotion experiences by different subjects and the strengthening policy guidelines in short fields.
