编制监狱改革发展“十四五”规划应当确立的思维逻辑

The Thought Logic in Drawing up “the 14th Five-year Plan” for Prison Reform and Development

国家层面的"十四五"发展规划编制工作已经启动,这是科学规划监狱未来发展的新机遇。编制好监狱行业的新一轮改革发展规划,事关国家治理体系和治理能力现代化目标的实现,事关国家的法治化进程。因而,在规划的编制中,应当确立辩证思维、系统思维、法治思维、战略思维和历史思维,以提升罪犯改造质量为宗旨,以建设中国特色现代监狱制度为目标,实现监狱工作水平新提升。

The preparation of"the 14 th five-year development plan"at the national level has been launched,which is a new opportunity for the scientific planning of prison’s future development.A new round of reform and development plan for the prison industry is related to the realization of the goal of modernization of the national governance system and governance capacity,the great rejuvenation of the Chinese nation,and the process of the country’s rule of law.Therefore,in the formulation of the plan,we should establish dialectical thinking,systematic thinking,legal thinking,strategic thinking and historical thinking,with the purpose of improving the quality of criminal reform and the goal of building a modern prison system with Chinese characteristics,so as to realize the new improvement of prison work level.
