基于AHM-变异系数耦合赋权的不平衡报价识别研究

Research on Unbalanced Bids Identification Based on AHM-Variation CoefficientCoupling Weighting

鉴于投标人的不平衡报价破坏了公平、公正的评标环境,不利于项目造价控制与项目管理等问题,对各投标人的报价开展模糊物元分析;采用AHM法和变异系数法分别确定清单子目重要性的主观和客观权重,运用拉格朗日乘子法耦合赋权;利用欧式贴进度对各投标人的报价进行不平衡度分析,从而识别出投标人的不平衡报价。通过对某公路工程项目施工评标实例进行验证,该方法对于投标人不平衡报价的判断和识别具有可行性和有效性。

In view of the bidder’s unbalanced quotation destroying a fair and just bid evaluation environment,which is not conducive to the project cost control and project management and other issues,this paper carries out fuzzy matterelement analysis on the quotation of each bidder.Uses AHM method and coefficient of variation method to determine the subjective and objective weight of the importance of subitems,uses the Lagrange multiplier method for coupling the weight,and uses the European style paste schedule to analyze the unbalanced degree of each bidder’s quotation,so as to identify the unbalanced ones.Shows that the method has feasibility and effectiveness on judging and identifying the unbalanced quotation of the bidders through a construction evaluation example of a highway engineering project.
