党的十九届五中全会精神对公立医院“十四五”规划的导向分析

Analysis of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China’s Guidance for the 14th Five-year Plan of Public Hospitals

规划引领发展,是党治国理政的重要方式。党的十九届五中全会从党和国家事业发展全局的高度,对“十四五”时期全面推进健康中国建设作出明确部署,对公立医院“十四五”规划编制有重要指导意义。文章通过深入学习领会党的十九届五中全会精神,结合《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》,从“十四五”规划编制的基本原则、“十四五”期间的重点任务以及“十四五”规划落实的保障措施3个方面提出建议,为我国公立医院编制“十四五”规划提供启示和参考。

Guiding development with planning is an important way for the Communist Party of China to govern the country.The fifth plenary session of the 19 th Central Committee of the Communist Party of China is of great significance for guiding public hospitals to formulate their 14 th Five-year Plan,since it made clear arrangements for comprehensively promoting the construction of a healthy China during the 14 th Five-year Plan period from the overall perspective of the Party and the country’s development.The article put forward proposals from three aspects,including the general principles for formulating the 14 th Five-year Plan,the key tasks during the 14 th Five-year Plan period,and the safeguard measures for implementing the 14 th Five-year Plan,through combining with the spirit of the fifth plenary session of the 19 th Central Committee of the Communist Party of China and the 14 th Five-year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035,so as to provide enlightenment and reference for public hospitals in China.
